I'm glad to see that Zynga did the right thing for players who are willing to pay to unlock and reset the City of Traverse. The consumable item, Horseracing Stub has been added to the Free Gift Page.

You will need a total of 148 Horseracing Stubs assuming you don't use any Chicago Crew Bonuses or 2X Mastery Boosts. The easiest way to get them is to use the Gift Blaster by Team Spockholm. Not every player will choose to repeat the Secret District so you might have to do a few runs because not all of your gifts will be accepted and returned.
It's great that Zynga added the Horseracing Stubs back to the Free Gift Page but there are still a few things wrong with this "Pay to Play" Secret District. The first is the presentation of the purchase button. If you fully mastered the City of Traverse, you are told it will cost 25 Reward Points to unlock. This is true but it is also deceiving. If you are fully mastered, you will get booted out of the Secret District once you paid the 25 Reward Points. You are actually paying 25 Reward Points to reset mastery back to the bronze level but they fail to tell you this.
Once you get the boot, a second purchase button will appear. This one is for 35 Reward Points and is what you need to pay to unlock the Secret District that has been reset to bronze. Many who paid the 25 Reward Points felt ripped off because it's not clear what is going on. They should tell you that you need to pay 60 Reward Points to reset and remaster. Players who have fully mastered the district should have a "Unlock Now for 60 RP" button and players who haven't should have one that says "Unlock Now for 25 RP".
Another thing Zynga really needs to fix with these Pay to Play Secret Districts is you DON'T get a second mastery item of the level you mastered. There is probably something written in the code that prevents players from owning more than one mastery item. If you master the City of Traverse for the second time (on the ruby level) you will get a gold mastery item. If you do it a third time, you will get a silver and forth, bronze. Leonard Wong ruby mastered the district 4 times and this is what he has in his inventory. He didn't do it a fifth time but I imagine you won't get any mastery item.
You also get ripped off because you don't get a the last skill point from the last job you master. Zynga cares more about booting you out of the Secret District than they do about giving you the skill point you earned. You will get a total of 35 skill points instead of the 36 you should get for full mastery. If you have acquired 50 of the three loot items shown in the tracker, you will get 15 skill points each time you reset the district so there is no need to farm for 50 items each time. For each 60 Reward Points you spend, you will get 50 skill points total. This isn't a bad deal if you have the energy to remaster the district. Each skill point will cost 1.2 Reward Points. In the Marketplace you will pay 3.5 and about 2.0 for speeding up your crafting timers (with the exception of health). Skill Point Reallocation still offers the best deal at 1:1 but it is not available all the time and you are limited on how many purchases you can make.
If you do reset the City of Traverse, you will have a total of 12 days to complete it from the time of reset. There is no timer indicating how long it will be available for purchase. If people keep paying for it then it will probably be around for a long time.

Any chance that it will be "free" once the Lexington Hotel is finished? just a thought
