The first District in Chicago is called Sam's Truck Shop. There are a total of 8 jobs with 4 levels of mastery each.
The currency in Chicago is Clams and I've reviewed that here. You will need to buy job equipment along the way and you are given the option to do so right from the Jobs Page.
Here are the job descriptions, requirements and payouts of each level.

When you master the first job on the Bronze Level, you will unlock the first property of your Bootlegging Operation which is the Truck Shop.
There is one consumable item, Body Bag, needed to do two of the jobs in District 1.

Body Bags are produced by doing the fifth job "Break into Guido's Pantucci Warehouse". The job costs 27 energy on the Bronze Level and the drop rate is pretty good.
Body Bags are required for the last two jobs. Each job pays the same amount of mastery on each level so it's easy to figure out how many you need. The 7th job down "Get Rid of Pantucci" gives 14% mastery per click (on all levels) so you need a total of 8 Body Bags per level to reach 100% mastery. The last job "Dispose of the Bodies" gives 16% mastery so you will need 7 per level. To fully master District 1, you will need a total of 60 Body Bags (assuming you don't use any boosts or Chicago Crew bonuses). To save energy, I would farm some extras while you are on the Bronze Level. The job to create them only pays 8% mastery to you will gain 13 per level.
Sam's Truck Shop is not very challenging and has little to be desired in the experience/stamina ratios. I like that the percentage of mastery remains the same for each level.

When you master all jobs of the district, you get a Pantucci's Pistol. Only one can be active at a time so don't think you are missing some when you only have one in your inventory. The stats only improve as you work your way up. The Pantucci's Pistol offers a 5, 10, 15 or 20% increase for "required" loot drops. I'm not sure what required loot drops means but it's certainly different from the phrase loot drops.
Interesting enough, the Ruby Pantucci's Pistol has the same attack score as the Little Dog. The Little Dog is the Platinum Loyalty Program item and was the #1 attack weapon for players who own one (except for the Diamond status players).
The Little Dog still shows up as my best attack weapon but some players are reporting theirs was replaced with the Pantucci's Pistol. Mike Nestor who is also own a Little Dog has the Pantuccis's Pistol as his top weapon. Maybe they should raise the stats of the Little Dog in the same way they did for the Harbinger when that thing started to depreciate (1).

what does it take to actually get into chicago? i keep getting a lame message saying i'm not strong enough yet.
