The release of Districts 9 and 10 has unlocked all the levels of the Pasaporte Office. Like the other properties in Mexico there are 6 stages of development and 10 levels to upgrade. Unlike the others available levels for upgrading were incrementally released in 4 stages as districts were unlocked. When Districts 1-3 were introduced Level 4 was the highest you could go [1]. Districts 4 and 5 opened it to Level 6 and Districts 7 and 8 to Level 9 [1], [2]. The release of Districts 9 and 10 has unlocked the last level and 4 new consumable items were added. There is still 1 more District of Mexico to be released so they will either just add the consumables or add more levels. Either way it doesn’t matter because this property doesn’t let us make enough consumables to make a difference. A chart which breaks down the level of this property and the parts required is shown below.
One of the consumables for District 9 was just added to Level 9 and there won’t be a need to unlock it if you were upgraded to Level 9 (4 and a half stars). The other consumable for District 9 and the 2 for District 10 unlock once you get to Level 10 (5 stars).
There are no 20 consumables which can be made in the Pasaporte Office but you can only build up to 6 items every 18 hours.
To get a fully upgraded Pasaporte Office you need a total of 360 parts. You can make any unlocked consumable the number of times allotted for the level of your Pasaporte Office with 6 being the highest.

or they could do like they did Chicago...no crafting of beer barrels or mediators...districts opened after the prop was able to be fully upgraded
