The new Secret District is called The Slammer and is based in Chicago.
There are several ways to get to The Slammer. Use the Home Page Banner, Chicago Job Page or the Travel Bar.
The Job Page image will change as you progress through the 4 levels of mastery.

The consumable item needed for The Slammer is the Jailbreaker.
You will need one Jailbreaker for each click in jobs 3,5 and 7.
To figure out how many Jailbreakers will be needed to fully master the district, use the mastery percentage for the three jobs shown above, divide the number into 100, round up, multiply by 4 and add the totals together. Assuming you don't use any Chicago Crew Bonuses, 2x Mastery Boosts or ask your mafia for help, it will take 136 Jailbreakers.

If you run out of Jailbreakers, Zynga will let you know that you can buy them at the cost of 2 for 1 Reward Point. There are much cheaper ways to get them so click on the X.
You can farm Jailbreakers by doing the second job "Arrange A Prison Bust". The job costs 117 on the Bronze Level and 702 on Ruby. If you want to conserve your free gifts, it's best to farm these early. For details on the best strategy to farm and use consumables, go here.
The drop rate for Jail Breakers is about 50%. I did 100 jobs and only got 51 of them. The experience/energy ratio is only 1.54 so if we don't get another Mafia Poker Season, it's best to accept them as gifts.

Two of the jobs (Job #3 and #6) require 24 and 21 Clams per click. You will need a total of ¢2,580 (assuming you don't use any bonuses, boosts or request help).
The equipment and cost per item needed to complete the jobs in The Slammer are shown below. The cost assumes that you own a Ruby Level Abelha Helicopter which is the mastery item for District 4 in Brazil. The Abelha Helicopter adds a discount to City Store items, if you don't own one, your costs will be higher. The required equipment cost totals 15,505 Clams. If you already mastered Chicago or have completed other Secret Districts, you probably already own many of the items and equipment cost won't be an issue.

There are 4 loot items that randomly drop from all jobs in the district. The stats of the first three items aren't going to help many but players but the forth item has decent stats.

The first three items may not help, but we need to get 50 each. The tracker on top of the job descriptions keeps a tally and offers bonus points when you get 10, 25 and 50. It's important to get these to maximize on the rewards of the district as you also get a skill point for mastering each job.
When farming these items, it's best to stay on the Bronze Level and do the job "Find Fellini in the Chaos". This job cost 99 energy, doesn't require consumables or currency and offers an experience/energy ratio of 2.09. The experience/energy ratio on the Ruby Level is 2.23 but you will spend so much more energy.
Comparing two 1,000 job runs on the Bronze and Ruby Levels you can see the energy costs were much greater on the Ruby Level. You will spend approximately 2,200 energy for each item on the Bronze Level and 8,846 on Ruby. You can also see that the Paddy Wagon which isn't included on the tracker has a much lower drop rate and ironically is much higher on the Bronze Level.
You can purchase the loot items for 35 Reward Points each but this would be one of the stupidest things you could do. Energy refills cost 10 Reward Points and most likely you would get more than one. I don't know what Zynga is thinking right by charging this price or they are trying to pull one over on inexperienced players.

Remember to make good use of your 2X Loot Boosts and Lockpick Bonus. If a 2X Loot Boost is used at the same time as your Lockpick Bonus is activated you will get 4 items. There will only be one green border but if you check your tracker you will have 4 additional items. You can request 5 2X Loot Boosts from your mafia every 30 minutes and collect 30 from the news feeds every 24 hours. The Lockpick bonus can be activated once every 8 hours and is good for 20 jobs.You can purchase the loot items for 35 Reward Points each but this would be one of the stupidest things you could do. When you fully master each level, you get a mastery item called the Bribed Policeman. The stats start off as 130/66 on the Bronze Level and improve to 190/81 for the Ruby Level.
As mentioned in a previous post, The Slammer was pulled to help with Event Fatigue (1). Secret Districts have been very buggy and I'm hoping when it returns on Jan 23rd that it will be bug free. I will update this post if any changes to the district are made.

I noticed that when this relaunched, the "Find Fellini in the Chaos" now costs 216 energy on Silver Mastery completely nerfing the decent energy/experience ratio it once had. I'm not sure whether this was intentional or not, but it sucks either way.
