The City of Traverse Reappears

Something weird is going on with the Chicago Job Page. If you click on the "Additional Districts" button, you will see there are 2 districts instead of the one that is currently active. The last Chicago District, City of Traverse, is showing up and it says it will unlock in about 3 days. I fully mastered the City of Traverse so all 4 starts are colored.
If you click on the help mark, you get the description and the loot item is listed at the Floating Casino with stats of 177/78.
If you check your inventory, you will see that the Floating Casino has stats of 91/178. Something isn't right with all this.
