Skill Point Reallocation Bug (or Ripoff?)

Skill Point Reallocation is on. Be careful, if you think you will get a tick mark towards the Marketplace Promotion, you won't. It says nothing in the rules about Skill Point Reallocation not counting so I call bullshit on this one. The image below was taken for this post. You can see I had two tick marks towards the Marketplace Promotion when the option was made available.
I purchased both the 50 and 10 skill point option. I should have gotten 2 tick marks but didn't. You can tell the images below were taken after the one above because my purchase buttons are grayed due to the fact that you can only purchase a Skill Point Reallocation once every 4 hours.
