There is something familiar about the Black Friday guy. I couldn't figure out what it was until the Raven popped into my mind.
When Family Bosses were introduced, the Raven mysteriously disappeared and nobody knows if and when he will return. We were told he was "put on hold" to make room for the Family Bosses. Family Bosses have been around since August 23rd and it looks like they will be a permanent feature.
The Black Friday guy looks a lot like the Raven and he is wearing an Assassins Jacket which is the loot reward.
Maybe this is a sign that the Raven will return and players can start working on their stalled Requiescat un Pace Decimus achievement. The vast majority of the player base does not have this achievement and Zynga is not providing a way to obtain it.
Another subtle sign that maybe the Raven will return is Sniper Shots are not on sale. These currently useless consumables always go on sale when there is a Marketplace Promotion. I believe the Raven feature is one of Zyngas biggest fails and they should decided once and for all what to do with it.

I have wrote to them so many times in hopes they would complete it for me...I keep getting the tail of..."HE WILL RETURN, Or, We are Zynga are waiting to release him again and that it will be well worth the wait". I say...BULLCHIT! The hood is close to being obsolete now for me as it stands...and by the time it comes back around...it will be as useful as the butterfly knife.
