Whenever Zynga removes something from the game, they seem to leave a few traces of it behind. The Crime Spree feature is no exception. Go to your Family Progression page and click on the Help category.
Scroll to the instructions and we are told that we can get 1 point for "Giving crime spree help". When removing something from the game, they really should take more time to ensure they remove all traces of it as it only confuses players even more than they already are.
Sometimes Zynga starts a feature and never bothers to keep up with it. The ridiculous Collection Title on our Profile Page is a good example. They include collections for New York, Cuba, Moscow and Bangkok but failed to update when Las Veags, Italy, Brazil and Chicago were released. Cuba, Moscow and Bangkok are no longer in the game but you can still access and vault the collections.
The Collection Titles titles don't mean anything or help you in the game. They might as well remove this too as we already have an abundance of titles to choose from.

I am still receiving Thai Baht in mystery bags and Bangkok closed long ago! They do need to clean up after themselves.
