The 5th District of Chicago is called Lakeside Docks. We get our 5th and last Chicago property and the energy requirements are ridiculous when you look at the ratios.
There are 8 jobs with 4 levels. Here are the job requirements and payouts for each job on each level.
Bronze
Silver
Gold
Ruby
The experience/energy ratios don't even make it to 2.0 which is a huge disappointment considering how much energy is required for these jobs. On the Ruby Level, all but two jobs cost over 1,000 energy each. I know some players who don't even have that much total energy.Job | % Mastery | Bronze | Silver | Gold | Ruby |

When you master the Bronze Level of the first job, you unlock the 5th and final Chicago property which is the Docks.
If you collected enough of the upgrade parts, you should be able to get to Level 10 right away.
Each level gives you one Rob Squad Boost and you can collect from your Docks every 8 hours. If you don't have enough upgrade parts, don't touch this one until you get your Distillery fully upgraded. You can get plenty of Rob Squads through the free gift system.
The Consumable item for District 5 is the Beer Barrel.
You can make them by doing the second job "Set Up a Rum Running Base of Operation". Just like with District 4, you want to make these on the Bronze Level because the job costs 162 energy. On the Ruby Level it will cost you 1,180 energy a click and that is not cool.
You only need Beer Barrels for one job but it requires 3 per click.
The last job of the district, "Host Happy Hours on Board" is where you will use your Beer Barrels.
The job pays 6% mastery per click so you will need to do 17 jobs to get fully mastered. This adds up to 51 Beer Barrels per level for a total of 204.

The 6 loot items which drop randomly from all jobs in District 5 are below. I don't care for the first one. Why would anybody want to trap a cute little Cub like that? PETA should be all over Zynga with all the animal traps we have in this game.
The mastery item is a Rum-runner gunboat. The stats increase with each level of mastery. They are nice but the special ability is just as lame as the Chicago properties. You will get a increase in robbing resistance of 5%, 10%, 15% or 20% depending on your level of mastery. The robbing equation is so jacked up, I doubt this will be of any use.
