You can reallocate up to 60 Skill Points right now. The option is back in the Marketplace and can be found under the Stat Items Tab. You can reallocate 50 Skill Points for 50 Reward Points and/or 10 for 10 Reward Points.
If you need more information or are still wondering why this is a good deal, go here for more information. I don't know why this matters but Zynga has updated the feature to allow you to use it once every 4 hours. The problem is it randomly appears and doesn't stick around for very long. Maybe this is a sign they will have this feature more readily available. We have been seeing these appear more frequently. Maybe Zynga wants us to spend our Reward Points.
