The Collector's Edition Loot Event had it's 3rd update (1). Originally, there were 5,000 items scheduled to be available at 9am PDT. They were an hour late on the first day and accidentally released 800 more items several hours later.
6/22/2011 10:05am PDT UPDATE: Sorry for the delay. The first item is now available in the Marketplace, and each new Collector's Edition Item should become available at 9am PDT each day through 7/1.
On the third day of the event, they changed the release time to 10am PDT and added a second release time which an additional 2,000 items at 2am PDT.
6/24/2011 10:24pm PDT UPDATE: To give Mafia Wars fans around the world a better chance at obtaining the very rare Collector's Edition Items, we'll be making them available twice a day for the remainder of the promotion. Starting tomorrow, Saturday, 6/25, we're going to make 2,000 available at 2 am PDT each day and 5,000 available at 10 am PDT each day, for a total of 7,000 of each Collector's Edition Item. They will never be made available again, so be sure to get them while you can!
Today, they decided that for the remainder of the event, the loot items would be available at 9am PDT again.

Cerulean Master, Super Moderator, also made a forum announcement of this change. Hopefully those who have their alarm clocks set for 10am will read this message before it's too late.

Update: Collector's Edition Items Event Hey Mafia Fans, Throughout the first few days of this event we have been reading and discussing your feedback. A common pain point raised is the time zone difference and how some players are unable to purchase these items. For the remainder of this event, we are raising each items stock to 7,000. There will be two sales each day split into 2,000 and 5,000 items, respectively. The first sale will take place at 2:00 AM PDT (2,000 Units), while the second will take place at 9:00 AM PDT (5,000 Units). I've been following this event pretty closely, and they have yet to issue anything at 10 AM PDT. All items have always been made available at 9 AM PDT. So the 10 AM PDT actually was never executed, and what people saw at 10 AM PDT was the item still on sale after being released for an hour.
