Windstorms Drop For Players Not in The Shark Tank

Muhammad is one of the first players I've seen to get a Windstorm to drop. Here is an image posted on the Mafia Wars Loot Lady Fan Page of his first one.

Later in the day, Anna Maria posted the image below. The 17 Windstorms dropped from her fighter account which is a level below the Shark Tank threshold of 450.

I checked Muhammad's level and he is below the threshold as well. From this we can conclude that players who haven't made it into the Shark Tank are able to drop Windswepts. The rest of us will have to wait for Zynga to fix this.
