The mastery item you get for District 5 in Brazil is the Jiu Jitsu Master. The Ruby Level promises a 10% increase in experience rewards for Missions.
It's not easy to see if it works because the amount of experience rewarded in Missions proportional to your level. Without knowing the experience you are suppose to get, it's difficult to tell if what you actually got is indeed 10% more. From deductive reasoning (which doesn't always apply to things Zynga) it appears that this bonus is working. Here is a reward from a Mission on my account which is a level 2008. I've mastered District 5 and have a Ruby Level Jiu Jitsu Master in my inventory. I got 2,761 experience points for the first limited time Friendly Fire Mission.
Mike Nestor has an account that is a level 2,164 and doesn't have a Jiu Jitsu Master. He got 2,705 experience points for completing the same Mission shown above. Since my account is 156 levels lower but got 56 more experience points, one can only assume that the additional experience came from the Jiu Jitsu Master. Without two accounts that are the exact same level, I can't calculate the actual percentage of experience increase to determine if it's 10%. This is good enough for me to feel that my Jiu Jitsu Master is working as it should.

They would not dare to scam people with all the flack they are getting at the moment from all the other problems within the game, so if this does not work as advertised then it is just down to their crappy coding/or FB, Peter Clarke
