I'm not sure what happened to the Build Your Empire Module but players who have fully upgraded buildable properties are seeing the "Upgrade" button on what ever property is visible from the Home Page. Clicking on it does nothing so it's serving no purpose other than to annoy players who have already upgraded their properties.
