The next time you go to your Mafia Recruit page, you will see a new feature called My Recruits.
Open up the question mark and you learn that you are to recruit new players and help them get to level 25. When this happens, you and your recruit get one loot item.
After this, it's not really clear what we are supposed to do. I clicked on one of the slots to recruit and got my recruit page. I don't know any of these people and I doubt I would find a brand new player here.
I do have an account that I don't play Mafia Wars on anymore and decided to try it out. I unblocked the application and was at level 21. I recruited this account and played it to Level 25. When I went back to my main account there was nothing new so his didn't count.
I decided to create a brand new account. I went through the same process and once again there was nothing to indicate on my account that I actually recruited this new account as a My Recruit.
I played until I ran out of energy. I tried to send my new account an Energy Pack so I could keep playing but got this error message. If Mafia Wars thinks I'm not even friends with my new account then I doubt it's been enrolled in the My Recruit feature. Maybe this feature is buggy right now since it's new.
Tracy Stevens had much better luck than I did. He started a new account, recruited it from his main account and when he reached Level 5 he got this pop-up.
Back on his main account, the new recruit occupied one of his spots.
I found a thread on the Zynga Forum Boards titled
New Recruit Under Level 25. There are no moderator responses but some good insight. Others are having the same problem I had and Cage93 thinks that the The Teacher v1 may get better stats with each recruit. As of now, this doesn't seem to be worth the effort and where would I find people who have never played Mafia Wars before? If I find one, how can I convince them to play?

Or it could be zynga trying to bring back the failed new top mafia that had everyone in an uproar a few months back.

It looks a bit like the thingy they tried to introduce with the 'NEW Top-Mafia' system earlier this year... which sucked anyways...
