Almost all of the casinos in Las Vegas have fountains. Zynga decided that we should have one too. A new property was added to our Las Vegas Casino and it's called the Fountain Property. Everything you need to know about it can be found on the Mafia Wars Wiki Fountain Page. In Districts 7 and 8 we learn that Zynga believes it's realistic enough to have a Ufologist/Mafia Boss and a Actor/Governor/Mafia Boss running around Las Vegas but a 6 Star Casino is just unheard of. You will notice that one of your stars has been taken away and a wimpy looking gray fountain was added to your Las Vegas Casino. We must first unlock the Fountain Property and then build it.
To unlock the Fountain Property, you must master the Social Job "Discover A Big Meth Buy at The Hoover Dam" in District 8 on the Bronze Level. You will get a pop-up notifying you that the property has been unlocked.
Start saving your Las Vegas Building materials now so when you get there you can build with ease. You will need Cinder Blocks, Steel Girders, Concrete, and Construction Tools. Here is what you need of each item to get your 5th Casino Star back. According to the Mafia Wars Wiki chart below, you need a total of 384 Casino Building Parts.

When you are ready to start building, go to your Las Vegas Casino and click on it.
Click on Build to begin.
Now just keep upgrading until you are out of building materials or your property is fully upgraded. If you run out of building materials, you can ask your mafia to send them to you for free.
Watch your fountain transform into a beautiful array of running water and lights.
I haven't built the rest of my energy accounts casino and I'm no where near unlocking it on my main account. I'll show you Da Irish Kid's fully upgraded Las Vegas Casino to include the new Fountain Property.
If you ever come to visit Las Vegas, you really should check out the Bellagio Fountains. They go off every 15 minutes and it's really cool. If you can't make it, here is a video of one of the shows.
