ALL VIPs do get to participate. Check your inventory for the loot item. The problem with this event is that Zynga removes the banner as soon as you reach emerald mastery. Those who are running scripts will find that it came and went before they even knew it was there. It doesn't take much time to get the mementos so this happens all the time.
