UPDATE: This wasn't Zynga and is a feature of the Spockholm Toolbar. The reason being so one can travel to a destination they are already in. That doesn't make sense but players who use scripts or keep multiple tabs open will understand. Many times the destination displayed is not really the destination you are in. As far as the order of the cities, that was Eike and he would be 'the guy' referenced below.
Yesterday players started to report that Brazil moved to the last spot on the Travel Bar. This wasn’t the case on all accounts but today it seems that it has moved for most, maybe all, accounts. The main difference I see on the before and after images of the Travel Bar is that normally the city you are actually in is shaded. Now there is a dash in front of it. As for the flipping of New York and Brazil, I have no idea why. It could mean anything from the guy who wrote the code typed them in a different order or Brazil is getting ready to be locked out. On my account the Travel Bar seems to have a mind of it's own. Sometimes I get one and sometimes the other. Thanks to Charles Napolitano for pointing this out on our fan page and to everyone else who posted images.

Before/After
Like you, I get it one time up and next time down under. It can't make up it's mind where it wants to be. Figured it meant it will be gone any day now. Once they think they have most of the biggest bugs it will be bye-bye Brazil and Hello frustrations with the million new bugs
