It was a busy week and the last thing I've had time to do is help in wars. Yesterday the Official Mafia Wars Blog stated that the Declare War feature was finally fixed.

I had some extra time today so I went to my War Help Group and helped in some wars. I was really surprised to get this message because I haven't helped anybody in a war or declared my own for that matter, in well over a week. I was told that I already helped in 5 wars today. You can ask anybody in my group that this isn't the case. Zynga needs to go back to fixing because it's still broke.
UPDATE: When I went back to Mafia Wars a few hours later, I did get the reward for the war I helped in above. It's good news we still get the loot but they need to fix it so we don't get the message that we won't get the loot as it will confuse players.

As Zynga says they disabled the Botanical gardens build but they forgot to let us ask for any parts from the other build!
