There are many players out there who can not ask their mafia for the new property upgrade parts. When they click on the "Ask" and "Ask for More" buttons, nothing happens. These same players probably haven't been able to ask for help with Brazil jobs either.
Over a year ago, this issue was addressed when players were having trouble asking for help with the Las Vegas Boss Fights. Al Catraz, the Super Moderator at the time explained that players who have an apostrophe in front of their Facebook name should remove it and the problem will be solved. It appears to be true in this case as well.

Back in the day before the Link-a-Nator was widely used, it was strategic to place an apostrophe or something other than a letter in front of your name so you would appear at the top of your mafias gifting list. This was done in order to get more gifts. It's no longer needed so removing all the crap in front of your name is a good idea, especially if you are having issues asking for help.
As far as the property upgrade parts go, you can always generate request links by using the Mission Crew Link bookmarklet and you won't even need to use the "Ask" or "Ask for More" buttons to get the job done. Find this easy to use bookmarklet on the

actually its false lol sorry but I dont have a apostrophe or something other than a letter in front of my name... I was able to post job help in Brazil but that stopped when my wish list stopped working as well so the new props not posting is just another fail. Thankyou for the tip on the work around for this issue! finally able to upgrade :)

use Stream Scanner the tab LimitedPropertyItems to collect or use wall scrubber
