There is a photo glitch going on with the Declare War feature. If you scroll down and look at the images of the players that Zynga suggests you war with, they are all the same. No matter who you choose, it will take you to the right profile, the image will just be the right one. If you're lucky you can actually Declare War. For some reason Zynga likes to choose players who aren't eligible to war.
