With old destinations shutting down and new ones opening at an alarmingly fast pace, Zynga hasn't been very thorough in updating all parts of the game. If you go to your Profile Page and check on your Finances, it tells you that you are still earning money in Cuba and Moscow. There are currently no Cuba or Russian banks or properties to collect so where is this money going? I don't see a Bank of Switzerland in the game.
Now look at your collections. I see New York, Cuba, Moscow and Bangkok.
Last time I checked, there were 6 Collections to be vaulted in Brazil.
Now go to your Chop Shop. Nobody should ever waste a crafting moment to build a CM Santiago R10 or a Russian Dazatz 45. If they wanted to, getting the special parts could pose a problem as they only drop while doing jobs in Cuba and Moscow.
Zynga likes to make useless items giftable so no worries if you run out. I'm sure there is a very healthy supply of Cuban and Russian Car Parts and a shortage is not eminent.

Mafia Wars Loot Lady Fan Page, noticed that the Cuba tab is still present on the New York job page. Could this mean as some players suspect that Cuba and Moscow may come back?

A new player to the game does not have the Cuba and Moscow in their travel list. They just have just 5 destinations to chose from..
