I've seen a lot of players state that they did not get a Skill Point for completing the Social Jobs in the new Regions of Italy. This was happening when help from their mafia members was enough to fully master the job. I tested it out by taking screen shots of my skill points before and after asking for help and letting my mafia master the job below. There was no notification that I got the skill point but it was added. I recommend that you contact Customer Support if you don't get one.

happen to me in Vegas..almost every job I say. when that happen, I send report to zynga and they respond in a day...they credit skill points into my account, sometimes with bonus skill points ^^
